Sheikh Mohammed bin Rashid Announces New Legislation Framework for Dubai’s Supreme Legislation Committee

DUBAI: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, has officially issued Law No. (14) of 2024, which redefines the operational structure and responsibilities of the Supreme Legislation Committee in Dubai. This new legislation aims to enhance the legal framework and streamline legislative procedures in alignment with Dubai’s strategic objectives.

According to Emirates News Agency, the new law outlines the objectives and duties of the Supreme Legislation Committee as well as the responsibilities of its General Secretariat. It establishes a comprehensive set of rules for the Committee’s operation, detailing the responsibilities of various government entities towards it and setting forth the procedures, standards, and requirements needed for its functioning.

The Law mandates that the Supreme Legislation Committee and its General Secretariat adhere to a clear set of guidelines, formulated by the Committee’s Chairman. These guidelines are designed to stre
amline the process of issuing and reviewing legislation, ensuring these processes are effective and in line with the strategic plan of the emirate. They focus on developing a sustainable legislative system that is responsive to evolving legal needs while ensuring consistency with the UAE Constitution and applicable federal and local laws in Dubai.

Furthermore, the newly approved guidelines under Decision No. (3) of 2024, issued by H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Supreme Legislation Committee, emphasize the regulation of relationships between the Committee, its General Secretariat, and other governmental bodies at local, federal, regional, and international levels involved in legislation and agreements.

The implementation of Law No. (14) of 2024 results in the repeal of Decree No. (23) of 2014 and Executive Council Resolution No. (12) of 2014, which previously governed the Supreme Committee fo
r Legislation in Dubai. The new law also nullifies any other conflicting legislation, although Resolution No. (110) of 2023 will remain effective until the Committee is reconstituted by a new decree.

Existing decisions, regulations, and guidelines established under the 2014 decrees will continue to be effective unless they conflict with the new law, pending the issuance of new regulatory documents.
